A Client Admin inherits the roles People Viewer and Report Viewer and doesn't need to be assigned those roles explicitly. This does not include Transaction Editor and Mobile.
An Account Owner inherits the roles Client Admin, People Viewer and Report Viewer. This does not include Transaction Editor and Mobile.
A User can only edit another User if they have an equal or greater Admin Role.

Site Limits
If you have more than one site, you can use Site Limits to further restrict access to users on the Web Portal. A user with access to only certain sites won't see any people, user or report related information from those sites. A site limited Client Admin can not view or edit files in the file manager.
Site Limits can be set up during the invitation process via Admin > User > Invites
or retrospectively by editing an existing user via Admin > User > Search > Edit
